This consensus standard specifies methods, instrumentation, and facilities requirements for measurement of radio-frequency (RF) signals and RF noise emitted from unlicensed wireless devices. It does not include generic nor product-specific emission limits. Measurement methods are provided for radiated and conducted emissions that can be generated by a variety of devices, as described below. This standard does not consider test methods for unlicensed wireless devices already covered in other published standards, such as Unlicensed Personal Communication Services (UPCS) devices, which are covered in ANSI C63.17 [B1].1 In addition, many types of wireless devices are also subject to regulatory requirements concerning human exposure to RF energy; RF exposure conformity assessment methods are not considered in this standard, but are the subject of other standards, e.g., IEEE Std 1528™-2003 [B22]. This document provides standard test methods for determining compliance with regulatory requirements for many types of wireless devices. These unlicensed wireless devices include but are not limited to the following: - Remote control and security unlicensed wireless devices - Frequency hopping and direct sequence spread spectrum devices - Anti-pilferage devices - Cordless telephones - Radio frequency identification (RFID) tag readers⎯ Unlicensed National Information Infrastructure devices - Intrusion detectors - Unlicensed wireless devices operating below 30 MHz - Wireless (garage) door openers - Ultra-wideband (UWB) devices - Automatic vehicle identification systems - Other devices, e.g., with operations authorized under Part 15 of the FCC Rules and Regulations (47 CFR Part 15).2 Clause 2 and Clause 3 contain the normative references and definitions used in this standard, respectively. Clause 4 provides the specifications for the necessary test instrumentation needed for performing compliance testing. Clause 5 provides the general requirements for all standard test methods. Clause 6 provides standard test methods required for most unlicensed wireless devices. Clause 7 identifies additional tests or requirements for specific unlicensed wireless devices. Clause 8 specifies requirements for reporting test results, with special emphasis on the use of guidance from ISO/IEC 17025:2005. Annex A is an informative listing of the tests required to show compliance of a specific unlicensed wireless device. Because Annex A describes regulatory requirements for testing of unlicensed wireless devices, it serves as a key to use of this standard. Annex B is an informative example of the information to be included in a test report. Annex C is an informative discussion on instrumentation pulse desensitization considerations. Annex D provides information about detector types and functions used in EMC testing. Annex E and Annex F provide an informative glossary and related reading (bibliography), respectively. Use of the annexes and clauses applicable to a wireless device under test allows users of this standard to determine compliance of a device to national regulatory requirements. However, any test procedure identified for use by the national regulatory authority that differs from the provisions of this standard shall take precedence. Numbered cross-references used throughout this standard refer to either a specific clause or subclause of this standard; e.g., 6 refers to Clause 6, 6.2 refers to subclause 6.2, and A.2 refers to subclause A.2 of Annex A.

This part of CISPR 16-4 gives guidance on the treatment of uncertainties to those who are involved in the development or modification of CISPR electromagnetic compatibility (EMC) standards. In addition, this part provides useful background information for those who apply the standards and the uncertainty aspects in practice. The objectives of this part are to: a) identify the parameters or sources governing the uncertainty associated with the statement that a given product complies with the requirement specified in a CISPR recommendation. This uncertainty will be called “standards compliance uncertainty” (SCU, see 3.1.16); b) give guidance on the estimation of the magnitude of the standards compliance uncertainty; c) give guidance for the implementation of the standards compliance uncertainty into the compliance criterion of a CISPR standardised compliance test. As such, this part can be considered as a handbook that can be used by standards writers to incorporate and harmonise uncertainty considerations in existing and future CISPR standards. This part also gives guidance to regulatory authorities, accreditation bodies and test engineers to judge the performance quality of an EMC test-laboratory carrying out CISPR standardised compliance tests. The uncertainty considerations given in this part can also be used as guidance when comparing test results (and their uncertainties) obtained by using different alternative test methods. The uncertainty of a compliance test also relates to the probability of occurrence of an electromagnetic interference (EMI) problem in practice. This aspect is recognized and introduced briefly in this part. However, the problem of relating uncertainties of a compliance test to the occurrence of EMI in practice is not considered within the scope of this part. The scope of this part is limited to all the relevant uncertainty considerations of a standardized EMC compliance test.

This part of CISPR 16 deals with in situ electromagnetic disturbance measurements in any environment from physically large equipment and systems excluding networks. It covers both radiated and conducted emission phenomena, and does not deal with immunity tests. This technical report is intended to be applied primarily to such physically large equipment which are not under the scope of any existing emission standards (as for example CISPR 11 and CISPR 22). It serves only as a guideline on how to deal with emissions of that equipment at the particular location of installation. It does not establish any emission requirements. NOTE 1 Although this technical report is intended to be applied to equipment which is not under the scope of any existing emission standards, it may be used also in such cases in order to serve as additional information for carrying out in situ measurements for any type of large equipment. NOTE 2 Examples of large equipment are: production machines, conveyors, large displays, aircraft simulators, traffic control equipment, etc. Due to the severe impact of the conditions existing at a particular location of operation and the use of the respective large equipment, however, it is not intended to use the measurements in the frame of type testing. NOTE 3 In general, type testing on large equipment is only possible at standardized test sites in a controlled environment. The assessment results obtained under in situ conditions are only valid for the respective individual large equipment actually measured at its particular place of installation. These results cannot be transposed to other equipment of the same type, but installed at other locations. Reference in-situ measurement distances will be given. This allows comparison of the measurement results with limits from existing relevant standards. The frequency range under consideration is from 9 kHz to 18 GHz. Dealing with biological effects on living matter is excluded from this document.
