This European Standard specifies the technical requirements to minimise the hazards listed in Clause 4 which can arise during the commissioning, operation and maintenance of container/pallet transfer transporters when carried out in accordance with the specifications given by the manufacturer or his authorised representative. It also takes into account some performance requirements recognised as essential by authorities, aircraft and ground support equipment (GSE) manufacturers as well as airlines and handling agencies. This European Standard applies to self-propelled container/pallet transfer transporters, with a seated driver. Examples of typical transfer transporters are shown in Annex A. This European Standard does not apply to: - loading equipment with a height adjustment capability in excess of 150 mm; - transporter-loaders (single platform loader with transporter capability, see EN 12312-9); - roller-bed transport platforms mounted on unmodified commercial road chassis. This European Standard does not establish requirements for noise and vibration. Noise and vibration are dealt with respectively in EN 1915-4 and EN 1915-3. This European Standard is not dealing with hazards in respect to a standard automotive chassis and the traffic on the apron. This Part of EN 12312 is not applicable to GSE which are manufactured before the date of publication by CEN of this European Standard. NOTE Certain measurements have been given in imperial units (in parentheses) following the metric measurements since the containers/pallets to be handled are based mainly on the imperial system.

This International Standard specifies utilization guidelines to be applied when preparing air cargo pallets for carriage on board civil transport aircraft. It identifies the various concerns to be taken into consideration to ensure flight safety, and provides recognized industry standard methods to achieve it. Commercial requirements in order to ensure protection of the goods carried may also be addressed where applicable, but do not constitute the document's primary goal. It is intended as a guide toward standard practice, and is subject to change to keep pace with experience and technical advances. NOTE In all countries, standing government regulations apply to air cargo unit load devices airworthiness, continuous airworthiness, and air carriers (operators) certification and operations. This International Standard does not, under any circumstance, supersede the requirements of applicable regulations or the aircraft manufacturer's authority approved weight and balance manual. This International Standard is applicable to any certified air cargo pallet built up from either a single or a number of pieces of commercial cargo, intended to be loaded on lower, main or upper deck of a civil transport aircraft, whether a freighter or a passenger-carrying aircraft. Its field of application includes all pallets prepared within ground premises, whether at a shipper's facilities or an airport cargo warehouse, including those intended to be loaded into the aircraft in a "floating" position. Its provisions may not entirely apply in the event of "pre-embarked" pallets. In such a case, it is up to the operator to identify and implement the applicable criteria. This International Standard is not intended to apply to air cargo pallets prepared for military transport aircraft, and does not take into account any specific criteria for military aircraft. Nothing, however, precludes it being used for guidelines in this case, it being the military operator's responsibility to identify and implement any additional applicable criteria.

The present Aerospace Information Report (AIR) provides a list of the main government regulations, SAE and international standards, and standing industry recommendations applying to air cargo unit load devices (pallets, nets and containers) to be loaded with either baggage or freight on board civil transport aircraft. It is intended to provide unit load devices designers, purchasers and operators as well as civil transport aircraft and aircraft cargo systems designers within the industry with a list of the available document references to cover the other aspects that do not all directly pertain to airworthiness and testing, listed in clause 1.1, Purpose, of AS36100, Air Cargo Unit Load Devices - Performance Requirements and Test Parameters (TSO applied for, pending). The scope of the listed documents covers airworthiness and continued airworthiness requirements, design and testing methods, design specifications, unit load devices accessories, and the main published rules for their proper operation/utilization and operating staff training.

This part of ISO 16049 specifies utilization guidelines and principles to be used in strength calculation methods adequate to guarantee the effectiveness and ultimate load strength of tie-down/lashing arrangements used to restrain cargo on board civil transport aircraft during flight for either: a) cargo loaded and tied down onto airworthiness certified air cargo pallets, themselves restrained into aircraft lower deck or main deck cargo systems meeting the requirements of ISO 8097; b) additional tie down on aircraft structure when necessitated by pallet maximum gross mass or centre of gravity limits; c) non-unitized individual pieces of cargo, or pieces of cargo placed onto an unrestrained ("floating") pallet into either lower deck or main deck containerized cargo compartments of an aircraft; or d) individual pieces of load loaded in non containerized (bulk loaded) baggage or cargo compartments. This part of ISO 16049 is applicable to cargo tie-down/lashing arrangements using exclusively air cargo restraint straps conforming to ISO 16049-1. Its general recommendations may be used for tie-down arrangements using other means (e.g. steel cables, rope, chains, other types of straps), but under the user's responsibility as to their adequacy and the strength calculations required. This part of ISO 16049 is not applicable to the use of chains or other rigid devices for tie-down onto civil transport aircraft floor tracks. These devices are generally not recommended for use due to the possibility of generating excessive stresses in the aircraft structure, except where explicitly approved in the manufacturer's Authority approved Weight and Balance Manual. This part of ISO 16049 is intended to provide industry recognized means of complying with Airworthiness Authorities general regulations applicable to load-securing on board civil transport aircraft (see FAR/JAR Parts 25), and aircraft manufacturers Authority approved Weight and Balance Manuals for each aircraft type as specified therein. It is not the intent of this part of ISO 16049 to specify when restraint straps should be used, but how they should be used. It does not, under any circumstance, supersede the requirements of any of the above documents that take precedence at all times.

This SAE Aerospace Recommended Practice (ARP) specifies guidelines for calculating and performing shoring (load spreading) required on board civil transport aircraft whenever a piece of cargo to be carried exceeds the aircrafts maximum allowable limits in area load, running load, or both. It provides both the engineering methods needed to properly design a shoring arrangement, and the main practical dos and donts known from experience to ensure its effectiveness in protecting the aircrafts structure against overload. This document aims at providing recognized industry standard methods to achieve the best attainable level of aircraft structural protection when designing and performing a shoring arrangement, taking into account the general requirements expressed in the aircraft manufacturers Weight and Balance Manuals, the requirements to be met as a result of the air cargo pallets airworthiness certification requisites, as well as the various potential areas of concern identified based on experience. This document, therefore, provides recommended practical means of compliance with flight safety objectives, intended to be available as a common base for carriers as well as their airport handling agents when establishing their own in-house procedures, publications and staff training programs. This document, however, is primarily intended for use by qualified structural engineers to be responsible for calculating and implementing cargo shoring arrangements where the size and weight of the piece of cargo require. It is not intended as a guide for more common simpler shoring requirements, identified thereafter: ARP5486, Air Cargo Pallets - Utilization Guidelines, Section 5 addresses such relatively simple cases. This document shall not, under any circumstance, supersede the requirements of applicable airworthiness regulations (see FAR Part 25) or the aircraft manufacturers Weight and Balance Manual. In addition, any aircraft manufacturers specific cargo shoring instructions shall be strictly complied with. Since in several instances they contain proprietary data, such data should be used only by authorized companies and persons with proper understanding thereof.

The scope of this SAE Aerospace Standard (AS) shall cover the methodology of defining and determining the internal volumes of both the main deck and lower deck aircraft cargo compartments. The minimum required clearance between the compartment envelope and the unit load devices (ULDs) shall also be stated in order to provide the maximum ULD external contour and the methodology to define the ULD internal volumes. The purpose of this document is to establish a uniform methodology for defining and determining the usable internal volume of aircraft cargo compartments and usable external envelope for ULDs which can be accommodated within these compartments. This will provide the aircraft industry with a set of standard terminology which when specified, can be utilized by the airlines when comparing similar type aircraft. The minimum essential criteria are defined by the key word shall. Recommended criteria are identified by the key word should and while not mandatory, are considered to be primary importance.

This Aerospace Standard (AS) provides dimensional, structural, and environmental requirements for 2.44 m (8 ft) wide pallets to be used in freighter versions of certificated aircraft equipped to provide restraint to pallets tested to the requirements of NAS 3610 Class II restraint system. It is also intended to be compatible with 2.44 m x 2.44 m (8 ft x 8 ft) cross section containers described in AS832. The Type C adapter pallet is intended to be compatible with 2.44 m x 2.44 m (8 ft x 8 ft) cross section containers described in ANSI MH 5.1, Cargo Containers and ISO 1496 Series 1, Freight Containers. Pallet nets used in conjunction with these pallets are described in AS1131. The minimum essential criteria are identified by use of the key word "shall". Recommended criteria are identified by use of the key word "should", and while not mandatory, are considered to be of primary importance in providing serviceable, economical, and practical air transport pallets. Deviation from recommended criteria should occur only after careful consideration, extensive testing, and thorough service evaluation have shown alternate methods to be satisfactory.
